Subsection (b) of section 403 of title 37, United States Code, is amended, in paragraph (7)—
(1)
in subparagraph (D), by striking Subject to subparagraph (E), an and inserting An ; and

(b) Area where actual housing costs differ from current rates by more than 20 percent
Such subsection is further amended, in paragraph (8), by striking subparagraph (C).
