Working group on digital strategy for traumatic brain injuries

(a) Establishment

In accordance with the Warfighter Brain Health Initiative under section 735 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ; 10 U.S.C. 1071 note), not later than July 1, 2027, the Assistant Secretary of Defense for Health Affairs shall establish a working group to develop a digital health strategy that leverages advances in artificial intelligence for the treatment of traumatic brain injuries.

(b) Membership

The Assistant Secretary shall appoint to the working group under subsection (a) members of the Armed Forces, officers and employees of the Department of Defense, and nongovernmental experts. Such individuals shall have expertise in clinical care of traumatic brain injuries, biomedical informatics, biomedical engineering, or biomedical implementation science.

(c) Strategy

The strategy under subsection (a) shall include, at a minimum, the following:

(1)

Identification of capability gaps in treatment of traumatic brain injuries that could be addressed through artificial intelligence and digital health technologies.

(2)

An analysis of existing research, development, and acquisition efforts leveraging artificial intelligence-based capabilities and digital health, including any applicable commercial off-the-shelf solutions being used by the Department of Defense to support treatment of traumatic brain injuries.

(3)

Expert recommendations on advances required to address identified capability gaps and significantly improve treatment of traumatic brain injuries using artificial intelligence and digital health technologies.

(4)

A recommended investment plan to advance technology and knowledge readiness levels to field digital solutions for treating traumatic brain injuries.
